356 Policy Memo
Due April 28
The purpose of this policy memo is for you to deeply examine the organized and transnational
criminal enterprises that are most common or most important in a particular country, its’
transnational criminal environment, and how the country – both government and society –
reacts to such criminal challenges. Please do not use a country in North, Central, or South
America.
1) First, you will write 3-4 pages about the nature of crime, transnational crime, and
organized crime in this country (and perhaps its region).
2) Second you will write 2-3 pages about how the country deals with transnational and
organized crime; this will including policing, control of borders, monitoring the flows of
goods and people, and related issues of national security. You should also touch on
non-governmental efforts to deal with such criminal activity.
3) This paper should be about 5-7 pages long, but should not exceed 8 pages. This is
double spaced, and not counting heading or title.
4) To do this paper well, you will need 6-7 sources, AS A MINIMUM. This paper simply
cannot be done well with 2 or 3 sources. You are becoming an expert in crime in this
country.
5) You will be answering a number of possible questions:
– What are important illicit markets or goods in this country?
– What are important transnational or organized criminal organizations in this
country?
– Are particular criminal activities or organizations based in particular geographies
(cities, regions, borders/coasts, urban/rural, mountains, jungles, etc.) in this
country?
– Is cybercrime or cyber-enabled crime a major criminal problem in this country?
– Is cybercrime connected to traditional crime or independent of it.
– What are important connected or facilitating industries or markets in this country?
– How are the police/law enforcement structured in this country?
– Are the military or intelligence/security services involved in countering transnational
crime in this country?
– How have non-governmental organizations (civil society, corporations, etc.)
responded to transnational or organized crime in this country?
